Schuyler has a Cargill kill-and-process beef plant that occupys about 2,500. Most of its workers are Hispanic, DeBlauw said.

The plant has expanded at least five times since 1990 he said. Before plant expansion, Schuyler was a typical Midwest, Caucasian rural town. When DeBlauw came to town in 1990 the district had four Hispanic learners Today half of its enrollment is Hispanic - about 700 of 1400 he said.
